Retargeting Checklist for UAE Property Campaigns

Property decisions in the UAE are rarely made in one visit. Someone browses off-plan launches during a lunch break, comes back to compare payment plans a week later, and only fills in a form after seeing the project again on Instagram. Retargeting is how you stay in front of those people between visits, without starting from zero every time.
Done well, real estate retargeting in the UAE brings warm prospects back to a specific project or community. Done badly, it follows people around with the same banner for months, wastes budget on people who already bought, and erodes trust. Use this checklist before you launch or refresh a retargeting campaign.
Section 1: Tracking and consent
- ☐ Your consent and cookie approach is documented. Retargeting relies on tracking tags and, in some cases, uploading customer contact data to ad platforms. Make sure your privacy notice explains this, that you follow the ad platforms' policies, and that you have taken advice on UAE data protection requirements for your business.
- ☐ Tags are installed on every key page. Check that your Meta and Google tags fire on project pages, property detail pages, search results and thank-you pages, using each platform's testing tools.
- ☐ Conversions are defined. Decide which actions count: enquiry form submitted, WhatsApp click, brochure download, call button tap.
- ☐ UTM parameters are consistent. Every retargeting ad carries UTM tags so leads arrive in your CRM with a clear campaign source.
Section 2: Audiences that reflect real intent
Not every visitor is equally interested. Build separate audiences rather than one big "all visitors" list:
- ☐ Project or community viewers. People who viewed pages for a specific development or area.
- ☐ High-intent visitors. People who viewed several property pages, used the search filters, or opened the payment plan section.
- ☐ Form starters. People who began an enquiry but did not submit, if your setup can detect this.
- ☐ Engaged social audiences. People who watched most of a property video or interacted with your profile.
- ☐ CRM-based lists. Segments of existing contacts, such as past enquirers who went quiet, uploaded with care and in line with your consent approach.
If you use Bitrix24 as your CRM, its Marketing section includes advertising audiences: you choose a CRM segment and link it to an audience in Google Ads (Customer list audiences) or Facebook (Custom Audiences), then sync now, manually later or on a schedule. Bitrix24's guide also mentions using Lookalike Audiences on Facebook. Check that this is available on your plan and that you have the required ad account permissions.
Section 3: Exclusions, the part most agencies skip
- ☐ Exclude people who already converted for that campaign, so you are not paying to ask them to enquire again.
- ☐ Exclude closed clients and current tenants from acquisition ads, unless you are deliberately running a referral or upsell campaign.
- ☐ Exclude your own team where the platform allows, so agents checking the ads do not distort the results.
- ☐ Exclude unsubscribed or opted-out contacts from any CRM-based list before every sync.

Section 4: Creative that moves the conversation forward
Retargeting should continue a conversation, not repeat the first sentence. Match the message to what the person already saw:
- ☐ Project viewers see the next useful detail: floor plans, payment plan structure, handover timeline or a virtual tour.
- ☐ Community viewers see an area guide, school and commute information, or a short agent video about living there.
- ☐ Form starters see a simpler option: "Prefer WhatsApp? Message our team".
- ☐ Every ad lands on the relevant page, never just the home page.
- ☐ Claims are accurate and approved. Prices, payment plans and availability must match what is actually on offer, and advertising must follow the rules that apply to property marketing in each emirate you target.
- ☐ Arabic and English versions exist where your audience needs them.
Section 5: Frequency and timing
- ☐ Set frequency caps where the platform allows, so the same person is not shown your ad over and over.
- ☐ Set audience windows that reflect your sales cycle. Off-plan buyers may research for longer than someone looking for a rental this month.
- ☐ Rotate creative regularly so audiences do not tune out.
- ☐ Pause campaigns for sold-out projects or let units immediately.
Section 6: Lead handling and measurement
- ☐ Retargeting leads go straight to the CRM with campaign source and the project or listing they asked about.
- ☐ An agent is assigned automatically and responds quickly, ideally on the channel the lead chose.
- ☐ Nurture continues after the first reply. Pair retargeting with an email sequence; our property lead nurture emails FAQ covers how to plan one.
- ☐ You measure beyond clicks. Track enquiries, viewings and deals by campaign in the CRM, not just cost per click in the ad platform.
- ☐ You compare channels fairly. Our guide to Google Ads vs Meta Ads for UAE property leads explains how each platform tends to fit different stages of the buyer journey.
A simple starting setup
If you are starting from scratch, do not build every audience at once. Begin with three: visitors to one priority project, people who started but did not finish an enquiry, and a CRM list of quiet past enquirers. Add exclusions for converted leads, run for a few weeks, and review enquiries and viewings in your CRM before expanding.
